Terrence E. Paupp has taught philosophy, international law, and political science at Southwestern College and National University. He is Vice-President of the Association of World Citizens and a senior research associate for the Council on Hemispheric Affairs. From 2001-2005 he served as National Chancellor of the United States for the International Association of Educators for World Peace.

There is no book quite like this, with its sweep and viewpoint, both critical and constructive, offering a positive alternative to the global empire project being presently pursued. There is a huge empire literature, pro and con, and it would be important to differentiate this book carefully so that it is not regarded as one more critique of the American empire project. Michael Mann, David Harvey, Andrew Bacevich, others have already contributed excellent critiques, but Paupp has achieved something more by coupling his critique with a well-articulated alternative vision of a future world order based on law, equity, and sustainability.
